"This chapter describes what Aaron and his remaining sons must do before they enter the holy place in front of the Ark of the Covenant in order to make atonement for their sins and the sins of Israel. Once a year there will be a day of atonement. In the seventh month, on the tenth day of the month, the Israelites are to practice self-denial and do no work. It will be a Sabbath day of complete rest. Aaron and the priests are to make atonement for the Israelites once a year because of all their sins."

16 Then the Lord spoke to Moses after the death of the two sons of Aaron who had died when they [irreverently] approached the presence of the Lord. 2 The Lord said to Moses,Law of Atonement
“Tell Aaron your brother that he [a]must not enter at any time into the Holy Place inside the veil (the Holy of Holies), before the [b]mercy seat which is on the ark, or he will die, for I will appear in the cloud over the mercy seat. 3 Aaron [as high priest] shall enter the Holy Place in this way: with [the blood of] a young bull as a sin offering and [the blood of] a ram as a burnt offering. 4 He shall put on the holy linen tunic, and the linen undergarments shall be next to his body, and he shall be belted with the linen sash, and dressed with the linen turban (these are the holy garments). He shall bathe his body in water and put them on. 5 He shall take from the congregation of the Israelites [at their expense] two male goats as a sin offering and one ram as a burnt offering. 6 Then Aaron shall present the bull as the sin offering for himself, and make atonement for himself and for his house. 7 He shall take the two goats and present them before the Lord at the doorway of the Tent of Meeting. 8 Aaron shall cast lots for the two goats—one lot for the Lord, the other lot for the [c]scapegoat. 9 Then Aaron shall bring the goat on which the Lord’s lot fell and offer it as a sin offering. 10 But the goat on which the lot fell for the scapegoat shall be presented alive before the Lord to make atonement on it; it shall be sent into the wilderness as the scapegoat.
- HIGH PRIEST. Aaron, as the temporary human "High Priest", is a picture and a foreshadowing of what the Lord Jesus Christ-- God's one and only Son-- will do one day on the cross. What happened to Aaron's sons served as a proof how serious God was in His commandments, and how Holy He is and how powerful is His presence. With the help of Moses, Aaron must follow accordingly everything God said to be able to atone for his sins and Israelites' sins as a nation.
Footnotes: Leviticus 16:2 The high priest was permitted to enter the Most Holy Place only once a year. The Day of Atonement was the most sacred of all the festivals and the prescribed purpose of this inclusive sacrifice was to atone for the sins of both the nation and the individual believer, and in this way reconcile God’s chosen people to Himself. Only by carefully following all of God’s instructions, could the high priest enter God’s presence and live.
15 “Then he shall kill the goat of the sin offering that is for [the sins of] the people and bring its blood within the veil [into the Most Holy Place] and do with its blood as he did with the blood of the bull, and sprinkle it on the mercy seat and in front of the mercy seat. 16 So he shall make atonement for the Holy Place (Holy of Holies) because of the uncleanness and transgressions of the Israelites, for all their sins. He shall also do this for the Tent of Meeting which is among them in the midst of their uncleanness (impurities). 17 There shall be no person in the Tent of Meeting when the high priest goes in to make atonement in the Holy Place [within the veil] until he comes out, so that he may make atonement for himself (his own sins) and for his household and for all the congregation of Israel. 18 Then he shall go out to the altar [of burnt offering in the court] which is before the Lord and make atonement for it, and shall take some of the blood of the bull and of the goat and put it on the horns of the altar on all sides. 19 With his finger he shall sprinkle some of the blood on the altar of burnt offering seven times and cleanse it and consecrate it from the uncleanness of the Israelites.

"Therefore, just as sin came into the world through one man, and death through sin, so death spread to all people [no one being able to stop it or escape its power], because they all sinned. Sin was [committed] in the world before the Law [was given], but sin is not charged [against anyone] when there is no law [against it]. Yet death ruled [over mankind] from Adam to Moses [the Lawgiver], even over those who had not sinned as Adam did. Adam is a type of Him (Christ) who was to come [but in reverse—Adam brought destruction, Christ brought salvation].
But the free gift [of God] is not like the trespass [because the gift of grace overwhelms the fall of man]. For if many died by one man’s trespass [Adam’s sin], much more [abundantly] did God’s grace and the gift [that comes] by the grace of the one Man, Jesus Christ, overflow to [benefit] the many. Nor is the gift [of grace] like that which came through the one who sinned. For on the one hand the judgment [following the sin] resulted from one trespass and brought condemnation, but on the other hand the free gift resulted from many trespasses and brought justification [the release from sin’s penalty for those who believe]. For if by the trespass of the one (Adam), death reigned through the one (Adam), much more surely will those who receive the abundance of grace and the free gift of righteousness reign in [eternal] life through the One, Jesus Christ.
So then as through one trespass [Adam’s sin] there resulted condemnation for all men, even so through one act of righteousness there resulted justification of life to all men. 19 For just as through one man’s disobedience [his failure to hear, his carelessness] the many were made sinners, so through the obedience of the one Man the many will be made righteous and acceptable to God and brought into right standing with Him. But the Law came to increase and expand [the awareness of] the trespass [by defining and unmasking sin]. But where sin increased, [God’s remarkable, gracious gift of] grace [His unmerited favor] has surpassed it and increased all the more, so that, as sin reigned in death, so also grace would reign through righteousness which brings eternal life through Jesus Christ our Lord." 20 “When he has finished atoning for the Holy Place and the Tent of Meeting and the altar, he shall present the live goat. 21 Then Aaron shall lay both of his hands on the head of the live goat, and confess over it all the wickedness of the sons of Israel and all their transgressions in regard to all their sins; and he shall lay them on the head of the goat [the scapegoat, the sin-bearer], and send it away into the wilderness by the hand of a man who is prepared [for the task]. 22 The goat shall carry on itself all their (the Israelites) wickedness, carrying them to a solitary (infertile) land; and he shall release the goat in the wilderness.
23 “Then Aaron shall come into the Tent of Meeting and take off the linen garments which he put on when he went into the Holy Place (Holy of Holies), and shall leave them there. 24 He shall bathe his body with water in a holy place and put on his clothes, and come out and offer his burnt offering and that of the people, and make atonement for himself and for the people. 25 And he shall offer up in smoke the fat of the sin offering on the altar. 26 The man who released the goat as the [sin-bearing] scapegoat shall wash his clothes and bathe his body in water, and afterward he may come into the camp. 27 The bull for the sin offering and the goat for the sin offering, whose blood was brought in to make atonement in the Holy Place (Holy of Holies), shall be taken outside the camp; their skins, their meat, and their waste shall be burned in the fire. 28 Then he who burns them shall wash his clothes and bathe his body with water, and afterward he may come into the camp.
29 “This shall be a permanent statute for you: in the seventh month (nearly October) on the tenth day of the month you shall [d]humble yourselves [by fasting] and not do any work, whether the native-born or the stranger who lives temporarily among you; 30 for it is on this day that atonement shall be made for you, to cleanse you; you will be clean from all your sins before the Lord. 31 It is a Sabbath of solemn rest for you, and you shall humble yourselves; it is a permanent statute. 32 So the priest who is anointed and ordained to serve and minister as priest in his father’s place shall make atonement: he shall wear the holy linen garments, 33 and make atonement for the Holy Sanctuary, and he shall make atonement for the Tent of Meeting, and for the altar [of burnt offering in the court]. He shall also make atonement for the priests and for all the people of the assembly. 34 This shall be a permanent statute for you, so that atonement may be made for the children of Israel for all their sins once a year.” So he did just as the Lord had commanded Moses.

Leviticus 16:8 Lit goat of removal, or else a name, Heb: Azazel. This goat’s release (v 10) symbolized the carrying away of Israel’s sin.
Leviticus 16:29 It is assumed by many that humbling oneself is a reference to fasting, but if so, there is no reason to limit the idea to that. The rabbis taught that it was forbidden to eat, drink, wash, anoint oneself (with oil for the hair), put on footwear, or have marital relations. Fasting was defined as eating less than the volume of a large date and drinking less than a mouthful of liquid.
- ANNUAL ATONEMENT. This shall be a yearly, permanent statute-- to remind the next generations of Israelites their need of atonement before God. We need to be reminded and humbled that we are sinners; otherwise, we will grow prideful and hard-hearted about our sins. One way to be humbled is through "fasting", which is:
- "The purpose of fasting is not to suffer, but according to Sacred Tradition to guard against gluttony and impure thoughts, deeds and words. After reading, I always check out the Study Guide Commentary from David Guzik (very helpful!):
b. Tell Aaron your brother not to come at just any time into the Holy Place inside the veil: Therefore, Aaron could not come into the Holy Place any time he pleased, but only at God's invitation and at the appointed time and place.
i. The same is true today: We can only come into God's Holy Place at His invitation. Blessedly, the access has been opened wide because of Jesus' work on the cross for us. Romans 5:1-2 specifically says that because of Jesus' work on our behalf, we have standing access to God.
d. He shall take from the congregation of the children of Israel two kids of the goats: Aaron must come with two goats and one ram to complete the offering of atonement.
i. This was extensive preparation for an important day. To the ancient Jews the Day of Atonement was called "the great day" or sometimes even just "the day." It was and remains the only day of commanded fasting on the Jewish calendar. Modern Jews still regard Yom Kippur an important day of fasting, soul searching, and righting wrongs - yet they offer no sacrifice for sin.
b. Then Aaron shall cast lots for the two goats: one lot for the LORD and the other lot for the scapegoat: One goat was for the LORD and would be sacrificed as a sin offering and one goat would be the scapegoat and would be released to the wilderness. Each goat had an important role on the Day of Atonement.
i. The scapegoat was literally the "escape goat." It escaped death and went into the wilderness. Scapegoat translates the Hebrew word azazel. "The meaning of this word is far from certain … The word may perhaps signify 'removal' or 'dismissal' … Probably the best explanation is that the word was a rare technical term describing 'complete removal.'" (Harrison)
ii. There were elaborate Jewish traditions about Azazel, saying he was a demonic being that the Messiah would defeat. More likely, azazel simply refered to this goat's function of symbolically removing sin from Israel.
c. Before the mercy seat he shall sprinkle some of the blood: The idea was that God was above the mercy seat (I will appear in the cloud above the mercy seat, Leviticus 16:2), and as He looked down upon the ark of the covenant, He saw the sin of man. Man's sin was represented by the items in the ark of the covenant: Manna Israel complained about, tablets of law Israel broke, and a budding almond rod given as a response to Israel's rebellion. Then, the high priest sprinkled atoning blood seven times on the mercy seat - covering over the emblems of Israel's sin. God saw the blood cover over the sin, and atonement was made.
i. This captures the thought behind the Hebrew word for atonement: Kipper, which means, "to cover." Sin was not removed, but covered over by sacrificial blood. The New Testament idea of atonement is that our sin is not merely covered, but removed - taken away, so there is no barrier between God and man any longer.
b. Take off the linen garments … put on his garments: When atonement was finished, the priest emerged from the tabernacle in glory - with the humble garments taken off and in his normal clothes for glory and beauty.
i. On the Day of Atonement, the high priest was humble (Leviticus 16:4), he was spotless (Leviticus 16:11), and he was alone (Leviticus 16:11-14), and he emerged victorious - just like Jesus was in accomplishing our work of atonement.
b. For all their sins, once a year: To this summary of what was previously described in the chapter is the reminder that this is to be done once a year.
i. Every year, year after year, this atonement had to be made, showing it was never completed. In contrast, Jesus provided a finished work: For Christ has not entered the holy places made with hands, which are copies of the true, but into heaven itself, now to appear in the presence of God for us; not that He should offer Himself often, as the high priest enters the Most Holy Place every year with blood of another; He then would have had to suffer often since the foundation of the world; but now, once at the end of the ages, He has appeared to put away sin by the sacrifice of Himself. And as it is appointed for men to die once, but after this the judgment, so Christ was offered once to bear the sins of many. To those who eagerly wait for Him He will appear a second time, apart from sin, for salvation. (Hebrews 9:24-28)
